Place a skillet on medium heat and add the ground beef. Cook it while breaking it up with a spoon until it turns brown and there’s no pink left, about 5 to 7 minutes. Drain off any excess fat.
Mix in the ketchup and tomato sauce thoroughly with the beef. Add chili powder, Worcestershire sauce, white sugar, onion powder, and black pepper, and then stir everything together.
Pour in one-third cup of water, stir well, and bring the mixture to a gentle simmer. Lower the heat and let it cook slowly for around 10 minutes, stirring occasionally, until it thickens slightly.
Give it a taste and adjust the seasoning if needed. Serve warm as a chili topping for hot dogs or as a dipping sauce.
